Fort II management plan
Fort II is one of the biggest and, certainly, one of the most valuable fort areas in Poznań as far as the possibility of extensive development is concerned. Feature which distinguishes this fort among other forts in Poznań is its relatively good condition, good localization (close to city communication network – both during a day and at night) and former production halls, which allow to prepare a various offer for different groups of citizens of Poznań and visitors. Our goal is to make Fort 2 one of tourist and advertising landmarks of Poznań. It is especially important because of the aspirations and plans of the city: Euro2012 (tourism and accommodation), European Capital of Culture 2016 (independent space for culture and cinema) and increasing the tourist and investment value of Poznań in comparison with other cities in Poland. The created social and cultural center will significantly help realizing programs of social activation, raising ecological and historical consciousness of citizens in Poznan, fighting with social exclusion and improving the quality of life of the citizens of our city because of created free sport and recreational space.
Our basic aim is connecting wide and varied offer within one complex. This offer aims at different social and age groups in such a way that every citizen of Poznań could find something for himself. As far as tourism is concerned we would like the complex to provide wide-ranging, all day entertaining together with night terrain games and staging of battles – it would be the only such place in Poznań, in which people coming, for example, for big sport events or concerts could spend whole day and then support the promotion of the city in other areas of the country and abroad.
In cooperation with Poznań NGOs, companies and local authorities it may become an important place in the social and cultural map of Poland and a benchmark of revitalization of fortress and post-industrial grounds.
 
 
FORT 2 – management plan

Important: this is a long-term plan. Succeeding elements will start along with raising necessary financial founds and items from sponsors and won in grant contests (local, national and European). We are also going to organize public found raising in cooperation with media, sell contribution tickets in order to obtain founds for renovations and operating costs. First of all, it is absolutely necessary to surround the ground with a fence and securing fort rooms. Present condition may cause health or life loss, the most dangerous places are not even secured against children.

1. A field for paintball, airsoft guns and field games (conducted in such a way which is safe for the fortification) (Stage 1)

III. Halls


1. Conference and cinema zone
(including the center of supporting the NGOs, voluntary organizations and an incubator of the NGOs)

3. Ecological zone


- ecological production of food (Stage 2 or 3 depending when the necessary permissions are obtained)
- shops with ecological food and other ecological products (Stage 3)
- ecological and craft workrooms (Stage 3)
- ecological workshops concerning healthy diet (Stage 2)
- ecological fairs – shows of technology and crops (Stage 3)
- ecological technology park with their practical usage (Stage 2 and 3)

4. Sport zone


- a training room – martial arts (actions preventing crime connected with social education) (Stage 2 or 3)
- a fitness club, a martial arts club (Stage 2 or 3)
- self-defense courses for women an for the elderly (Stage 2 or 3)
- a tactical indoor paintball and airsoft guns field (Stage 3)
- combat shows, sport tournaments (Stage 3)
- Sf&F Fans Conventions – knights tournaments (if the weather were not good enough to organize them outdoors) (Stage 3)

5. Economic zone
- ‘freeshop’ (it is a place where you can exchange everyday items such as furniture, appliances, etc. for free) (Stage 1)
- local trade markets (Stage 2 or 3)
- markets of old and military items (Stage 2 or 3)
- a local system of barter trade (Stage 3)
- the Business Incubator (Stage 2)
- an exhibition hall (volunteering exhibitions, fair-trade exhibitions, NGO exhibitions, ecological exhibitions) (Stage 3)

6. Museum zone
- an exhibition zone for civil and military vehicles and military equipment collectors from Wielkopolska region (Stage 2)
- a workshop of reconstruction of vehicles and historic equipment (available free for collectors in exchange for their vehicles participation in exhibitions in museum and in shows for tourists) (Stage 3)


Important: distribution of the offer can be changed because of the demand reported by citizens of Poznań, possibility of renovation and equipping of individual halls and obtaining partners taking care of every zone.


Sponsoring

- own founds of the Association (we have already collected about 30 000 zloty for the fence and securing of the ground and for equipment and food for volunteers)
- public founds collection
- money and gifts from sponsors, NGOs and companies participating in the project (also financial support in renovating halls for cycles of meetings and conferences)
- free work of the unemployed directed by Poznań employment office
- European Union subsidies, national and local grants
- entrance fees (free entrance for the poorest)


Finding partners and volunteers

When the agreement for the usage of the ground is sign we will start wide-spread informational and promotional campaign directed to citizens of Poznań. We will hang posters, distribute leaflets, contact with local and national media, write newsletter lists of the
Association and friendly organizations and institutions. Representatives of city authorities will participate in our press conference. We will make a day-long presentation of the fort for the journalists and citizens of Poznań.

Their purpose will be obtaining both sponsors and volunteers working to secure, clean and mark the surroundings of the fort.

A special regulations will be created. It will have an offer for companies who conduct volunteer actions of their workers and for NGOs. The regulation will have special integrating offers for people working to reclaim the ground and preferential offer for renting the area and the rooms (for example a conference room and a ground for fetes).


Internal Bank of Time


Social works within the fort terrain will be based on the system of the internal Bank of Time, in traditional or barter form. It will allow people working within the project to get free services included in the form of the project (for example, free rides by the historic vehicles, cinema tickets or participation in paintball games). This system will be also used in programs for teenagers (eg. martial arts courses), to engage in the works for the project also participants of the support, cultural, and social programs.

Social rebuilding of the Fort and widening of its offer will be possible only when the Association is allowed to offer without fees the open space and rooms for the Poznan companies and institutions who have specialized offer fulfilling the needs of the project such as gastronomy (catering during events and conferences), tourist services (tourist route) and organization of paintball and airsoft gun events and so on.


Firstly, social co-operative societies and companies founded by the unemployed will be invited to participate in the project. In case of similar offers we will choose the companies participating in the rebuilding of the Fort and making its offer more attractive for the citizens of Poznan and for tourists.



Advantages for the city of Poznań


- building second in Poznań tourist complex with an offer which may provide whole day activities for tourists
-improving the state of tourist infrastructure of Poznań before the Euro 2012
- creating first large coplex for tourist, social, educational, cultural and sport activities in one place 
- additional possibilities of promotion of Poznań both in Poland and abroad
-budget savings connected with centralizing actions within tasks delegated to NGO from Poznań (lower cost with the same substance of projects)
- additional lobbyist possibilities connected with the efforts to get the title of European Capital of Culture 2016
- a possibility to develop in Special Economic Zone unprecedented economical and technological solutions
- taking responsibilities connected with many social actions from the magistrate 
- creating new jobs for the citizens of Poznań already in 2010 
- fulfilling the promise already in 2010 given to the NGOs (the center of NGOs – in the fort the leader of this project will be chosen in a contest by the NGOs from Poznań) 
- Securing the object which now pose a threat to life and health of the citizens of Poznań, especially children
- budget savings connected with acquiring an area to organize concerts, exhibitions, fairs (of NGOs, voluntary organizations, etc.) made by the city institutions (only operating and staff costs, without external objects’ benefits)
- creating in Poznań within 10 years (since the formalities are finished and the object is handed over) Global Social Forum – an event for 100 thousand up to even a million guests from all over the world including the heads of the states. It does not mean that the number of even 500 thousand is possible to reach in Poznań, but 50-150 thousand is a realistic number, depending on a project, promotion and a possibility to use the infrastructure of Poznań race-course and the stadium of the Poznań football team “Lech”
